Governance without measurement is exhortation. A rule like nesting must not exceed four levels only governs if something continuously checks it, counts the violations, and shows whether the trend is improving or decaying.
Why directory governance stalls#
Most governance teams can write the structural rules in an afternoon: depth limits, ownership requirements, licensing placement, naming. The stall is enforcement: the native tooling neither evaluates such rules nor reports on them, so enforcement becomes periodic manual review, which becomes annual, which becomes nominal.
Governance as a trend#
The workable model treats compliance like uptime:
- Rules are encoded once, evaluated continuously against the live structure.
- Violations are scored and ranked, so effort goes to the worst first.
- Compliance is a percentage with history, so a decaying trend is visible months before an audit would find it.
- Evidence is exportable with provenance, so reviews start from shared facts.
